REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />19, 2017 <br />TITLE: <br />AGREEMENT WITH THE SANTA ANA <br />POLICE MANAGEMENT ASSOCIATION <br />OF THE CITY OF SANTA ANA (SAPMA) <br />(STRATEGIC PLAN NO. 7,4 & 6) <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adoption of a Memorandum of Understanding (Exhibit 1) with the Santa Ana Police <br />Management Association of City of Santa Ana (SAPMA) regarding wages and other terms and <br />conditions of employment for a term from July 1, 2017 through June 30, 2018, for an estimated <br />cost of $241,500, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />The City and the SAPMA employees recently completed contract negotiations resulting in a new <br />twelve-month Memorandum of Understanding (MOU). The MOU covers July 1, 2017 through <br />June 30, 2018. The terms reflect direction given to staff by City Council and the SAPMA <br />employees voted and approved these terms on December 7, 2017. <br />The major provisions of this agreement mirror those granted to POA members in June and <br />include: <br />1. Term: The term of this MOU will be from July 1, 2017 through June 30, 2018 <br />2. Salarv: Increase of 3% effective retroactive July 1, 2017 and an additional 2.5% effective <br />January 1, 2018 <br />3. Education Incentive Pay: Increase maximum Education Incentive Pay by 2.5% effective <br />January 1, 2018 <br />4. Sick Leave: After fifteen (20) years, but less than twenty-five (25) years of cumulative full-time <br />service with the City, SAPMA member shall be entitled to payment towards there for one-half <br />(1/2) of the total sick leave benefit credited to his or her account up to a maximum level of <br />800 hours upon the effective date of non -disciplinary separation. <br />251-1 <br />
