D. Union Business Leave Time. In addition to the above time, officers and <br />worksite leaders/stewards shall be granted thirty two (32) hours per fiscal year. <br />The purpose of this additional thirty two (32) hours per fiscal year shall be to <br />enable the officers and worksite leaders/stewards to participate in union <br />activities which may include conventions, seminars and meetings that are <br />otherwise not covered by this MOU. Such time shall be paid by the Union. <br />However, such officers and worksite leaders/stewards shall make advance <br />arrangements with their supervisors prior to absenting themselves for such <br />purposes. <br />The officers and worksite leaders/stewards shall be required by the City to <br />record and report to their supervisors on the work time spent on Union <br />business. <br />Any unauthorized or unapproved time used by officers and worksite <br />leaders/stewards to conduct union business shall be charged to that employee's <br />vacation or comp time leave bank. <br />E. If, at some point in the future, the President for the SEIU bargaining unit is <br />elected from the Part Time Civil Service category of employment, then all <br />rights and privileges pertaining to President's leave set forth in the full-time <br />SEN MOU with the City, Article18, shall apply. <br />18.2 Worksite Access. <br />A. Officers, worksite leaders/stewards and/or paid Union representatives shall be <br />permitted to visit break and lunch areas designated by the City, before or after <br />work or during designated lunch periods for the purpose of discussing Union <br />business, provided that arrangements are made in advance with the manager <br />responsible for the worksite. <br />B. Such visits shall not disrupt the work of City employees, interfere with the <br />normal operations of the department or with established safety and security <br />requirements. Where any such problems arise, the Union and the City will <br />agree on an alternate meeting/conference facility for the purpose of providing <br />a place for the Union to hold a meeting before or after work or during lunch <br />periods. If the City facility provided the Union as an alternate meeting site <br />during non -working hours is a public meeting room, its scheduling and use <br />42 <br />25K-46 <br />
