LAR 12.19.17 <br />RESOLUTION NO. 2017 -XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA APPROVING THE TITLE VI <br />COMPLIANCE PLAN AND AUTHORIZING ITS <br />SUBMITTAL TO THE CALIFORNIA DEPARTMENT OF <br />TRANSPORTATION FOR THE FEDERAL TRANSIT <br />ADMINISTRATION SECTION 5310 ELDERLY AND <br />DISABLED SPECIALIZED TRANSIT GRANT PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AS FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The City of Santa Ana applied for and was awarded a grant from the <br />California Department of Transportation ("Caltrans') for the Federal Transit <br />Administration Section 5310 Elderly and Disabled Specialized Transit Grant <br />Program for the period March 12, 2014 through March 31, 2019, to replace <br />the existing gasoline powered vans used for the Seniors on the Go Program <br />with compressed natural gas powered vans. <br />B. In 2014, the City Council of the City of Santa Ana approved a Resolution <br />adopting its Title VI Compliance Plan. Title VI prohibits exclusion from <br />participation in and denial of benefits of, and otherwise being subjected to <br />discrimination on the basis of race, color or national origin by any program or <br />activity receiving Federal financial assistance. <br />C. The Federal Transit Administration Guidelines require that direct and <br />primary recipients document their compliance by submitting a Title VI <br />Program to their Federal Transit Administration regional civil rights officer <br />once every three years and requires governing body approval of the <br />Program/Plan. <br />D. The City hereby approves the attached updated Title VI Pian, and <br />authorizes its submittal to Caltransas required for compliance <br />with the grant certifications for the Federal Transit Administration Section <br />5310 Elderly and Disabled Specialized Transit Grant Program through the <br />State of California -Department of Transportation. <br />Section 2. The City Council of the City of Santa Ana hereby approves the <br />attached updated Title VI Plan, and authorizes its submittal to Caltrans as required <br />for compliance with the grant certifications for the Federal Transit Administration <br />Resolution 2017 -XXX <br />Page 1 of 2 <br />55C-3 <br />
