ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements -Project No. 17-6883 <br />The 1990 FEIS/EIR (SCH No. 87071509) was approved on November 19, 1990. The 1990 FEIS/EIR and <br />associated technical studies, incorporated herein by reference, documented the environmental impacts of widening <br />Bristol Street from Warner Avenue to Memory Lane in the City of Santa Ana. As stated in the 1990 FEIS/EIR, the <br />purpose and goals of the Bristol Street Widening Project were to: <br />1. Provide sufficient roadway capacity to accommodate current and future traffic demand. <br />2. Improve the performance and safety of the roadway for the benefit of the motoring public. <br />3. To reduce current and projected future delays experienced at major intersections and to design <br />intersections to function at acceptable Levels of Service (LOS). <br />4. To design the roadway in manner conducive to the provision of public transportation, namely bus <br />service provided by the Orange County Transit District (OCTD). <br />1.4 PROJECT DESCRIPTION <br />1.4.1 PROPOSED INTERSECTION IMPROVEMENTS <br />The City proposes the widening of Bristol Street, just north of Memory Lane, to accommodate a third southbound <br />through lane at the intersection; refer to Exhibit 4, Proposed Zorn Geometrics. This additional through lane would <br />result in the relocation of the existing dedicated right -tum lane slightly west The proposed widening would involve <br />the partial acquisition of three parcels in order to accommodate the new total ROW widths (proposed to expand <br />from 100 feet to 111 feet). The proposed intersection improvements would require relocation of curb/gutter, <br />sidewalk, driveway approaches, and both public and private utilities (including the existing traffic signal). Existing <br />perimeter fencing along Bristol Street would also be relocated and replaced in-kind with a similar aesthetic <br />Treatment. Due to the existing building setback requirements, the Project would require approval from the City <br />Manager for landscape strip Exceptions for building setbacks per Municipal Code Section 41-781. <br />The Project proposes a 12 -month construction period (anticipated to be completed by December 2019). At least one <br />lane in each direction of travel would remain open and existing driveway access along Bristol Street and Memory <br />Lane would be retained at all times. The maximum excavation depth would be two feet for roadway excavation, and <br />approximately 10 feet or less for utility footings/excavation. Approximately 30 cubic yards of cut material is <br />anticipated to be exported. Other improvements may include a new stormwater catch basin and a new lateral <br />connection to the existing stormwater pipeline in Bristol Street <br />1.4.2 PROPOSED PROPERTY ACQUISITION <br />As listed in Table 1 Proposed Property Acquisition, a total of three Assessor's Parcel Numbers (APNs) (002-261- <br />06, -29, and -30) would be partially acquired as a result of the proposed intersection improvements; refer to Exhibit <br />4. All proposed areas of acquisition include vacant portions of commercial and multi -family residential properties. <br />Thesevacant areas consist of bare soils, paving/asphalt, or omamental landscaping.
