MEMORANDUM <br />Raul Godinez II, City Manager <br />To: City Manager Office Date: <br />Fred Mousavipour, Executive Directo <br />From: Public Works Agency �kA - <br />Subject: <br />December 5, 2017 <br />PROJECT NO. 17-6883 <br />Bristol Street and Memory Lane Intersection Widening—Requirement of Landscape Strip <br />Project background: <br />Bristol Street is classified as a north -south Major Arterial per the City's General Plan Circulation <br />Element (GPCE) and the County of Orange's Master Plan of Arterial Highway (MPAH). Currently, the <br />segments to the south and north of the Bristol Street/Memory Lane intersection have 3 lanes in each <br />direction except for the southbound lanes just north of Memory Lane where is has only 2 southbound <br />lanes. <br />The Bristol Street/Memory Lane intersection project is proposed to accommodate a third southbound <br />through lane just north of Memory Lane (Exhibit A). This additional through lane would result in the <br />relocation of the existing dedicated right -turn lane slightly west. The proposed widening would involve <br />the partial acquisition of three parcels in order to accommodate the new total ROW widths from 100 <br />feet to 111 feet. As a result of the widening, the back of new sidewalk is measured approximately 11 <br />feet from the patio fence at 1313 W. Memory Lane and 12 feet to 14 feet from the entrance structure at <br />2724 N. Bristol Street (Exhibit B & Q. <br />According to Municipal Code Section 41-781, Requirement of landscape strip as part of street <br />widening, the following applies: <br />(a) Whenever city acquires a portion of parcel along street frontage for a street widening or other <br />public works project, the city shall also acquire an interest in the real property sufficient to allow a <br />landscape -only strip behind the sidewalk that is of a width that conforms to the then current city <br />standard for the parcel. <br />(b) The city manager may authorize exceptions to this section on a case-by-case basis, in consultation <br />with the city council. <br />The current city standard requires a landscape setback of 15 feet. To avoid full acquisitions of 1313 W. <br />Memory Lane and 2724 N.
