ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements —Project No. 17-6883 <br />3.0 ENVIRONMENTAL CONSEQUENCES <br />This section describes the effects of the proposed Project as compared to those identified in the previously approved <br />1990 FEIS/EIR document, and to existing conditions and any changes in regulatory setting since the previously <br />approved 1990 FEIS/EIR. Furthermore, this section analyzes the potential environmental impacts associated with <br />the proposed Project The issue areas evaluated in this document include the following pursuant to Appendix G of <br />the CEQA Guidelines, and have been modified to evaluate the proposed Project changes for which an FEIS/EIR has <br />been previously approved (in 1990) to assist in the determination of the need for a supplemental EIS/EIR or an <br />Addendum. <br />The modified Initial Study checklist, comparing the effects of the Project modifications as compared to those <br />analyzed in the 1990 FEIS/EIR, is found in Appendix A, Modifiedlnifial &udv Checklist <br />• Aesthetics <br />• Agricultural and Forestry Resources <br />• Air Quality <br />• Biological Resources <br />• Cultural Resources <br />• Geology and Soils <br />• Greenhouse Gas Emissions <br />• Hazards and Hazardous Materials <br />• Hydrology/Water Quality <br />• Land Use <br />• Mineral Resources <br />• Noise <br />• Population and Housing <br />• Public Services <br />• Recreation <br />• Transportation/fraffrc <br />• Tribal Cultural Resources <br />• Utilities/Service Systems <br />• Mandatory Findings of Significance <br />A summary of impacts of the previously approved Bristol Street Widening Project and the mitigation measures <br />imposed is provided along with an analysis of the potential impacts resulting from the proposed Project and whether <br />those impacts substantially exceeds those discussed in the previously approved 1990 FEIS/EIR. <br />3.1 AESTHETICS <br />This section coresponds with the following 1990 FEIS/EIR, Section IV, Emironmental Consequences and <br />Mfigation Measures, subsections: <br />• Subsection A, Landform Aloddiication; <br />• Subsection G, Urban Landscaping; <br />• Subsection J, Light and Glare; and <br />• Subsection K, Aesthetic Considerations. <br />Would the project: <br />a) Have ¢substantial adverse effect on ¢scenic vista? <br />The proposed Project would not result in any significant modifications or changes from the previously approved <br />1990 FEIS/EIR. The Project is located within a highly developed urban area of the City of Santa Ana. Existing land <br />use near the Project site consists of multi- and single-family residential uses, commercial uses, and vacant land. No <br />scenic vistas are located within the Project area. No impact to scenic vistas would result from the proposed Project <br />Certified 1990 FRIS/EIR Mitigation Measures: No 1990 FEIS/EIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />Final I December 2017 3-1 Environmental Consequences <br />
