PURPOSE <br />To establish guidance for the City of Santa Ana to provide timely and reasonable language assistance to <br />Limited English Proficiency (LEP) persons who come in contact with the City. This plan is established <br />pursuant to and in accordance with Title IV of the Civil Rights Act of 1964 and its implementing <br />regulations and Executive Order 13166, "Improving Access to Services for Persons with Limited English <br />Proficiency'. <br />Title VI of the Civil Rights Act of 1964 requires that "No person in the United States shall, on the <br />grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, <br />or be subjected to discrimination under any program or activity receiving Federal financial assistance.” <br />Executive Order 13166 was adopted to ...improve access to federally conducted and federally assisted <br />programs and activities for persons who as a result of national origin, are limited in their English <br />proficiency.,. This plan reiterates the City of Santa Ana's position that it will, provide the language <br />assistance necessary for meaningful participation in its programs and services to persons who, as a <br />result of national origin, are limited in English proficiency. <br />II.
