LS 12.19.17 <br />RESOLUTION NO. 2017-085 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AUTHORIZING EACH EXECUTIVE <br />DIRECTOR THE AUTHORITY TO EXECUTE FEDERAL <br />GRANT CERTIFICATION(S) FOR FEDERAL GRANTS <br />MANAGED BY EACH RESPECTIVE DEPARTMENT OR <br />AGENCY <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The Uniform Administrative Requirements, Cost Principles, and Audit <br />Requirements for Federal Awards ("The Uniform Guidance") is a new set of <br />regulations for managing federal grant programs. Due to the new report <br />certification requirements under the Uniform Guidance (2 CFR section 200.415), <br />the City is required to include certification language in the annual and final fiscal <br />reports or vouchers requesting payment (all reimbursement requests), which <br />must be signed by an official who is authorized to legally bind the entity. <br />B. All reimbursement requests must now be signed by an official who is <br />authorized to legally bind the entity. Such reimbursement requests are processed <br />quite frequently and authorizing the Executive Director of each <br />department/agency, or their designee, to sign such certifications pertaining to <br />federal grant funds managed by each respective department/agency will allow <br />the City to function expeditiously. <br />C. The grant administering departments/agencies are responsible for ensuring <br />compliance with all grant requirements, including but not limited to monitoring <br />grant expenditures and reporting true, current, and accurate information to <br />grantors (Federal Grant Agencies). As such, the Executive Directors and their <br />designee(s) of the grant administering departments must review and certify all <br />fiscal reports and reimbursement requests. <br />Section 2. The City Council hereby authorizes grant administering departments' <br />Executive Directors and their designee(s) the authority to sign the certification required <br />by the Uniform Guidance (2 CFR section 200.415) with regard to all federal grant <br />reports and reimbursement requests. <br />Section 3. This Resolution shall take effect immediately upon its adoption by the <br />City Council, and the Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br />Resolution No. 2017-085 <br />Page 1 of 2 <br />
