provided an update on appropriations, healthcare, immigration and a federal <br /> infrastructure package. Councilmember Vicente Sarmiento mentioned it would be <br /> helpful to have grant information such as pending grants and timelines, previous <br /> award amounts and potential impacts due to legislation included in the memo <br /> provided by Holland & Knight. <br /> 7. State Legislative Update from Townsend Public Affairs <br /> Casey Elliot provided the Committee with a summary of the efforts undertaken by <br /> Townsend Public Affairs on behalf of the City as well as highlights of upcoming state <br /> issues as they relate to the City's priorities. Updates were also provided on several <br /> items including legislation of interest to the City, a potential park bond, the statewide <br /> regulatory framework for medicinal cannabis, the No Place Like Home grant program, <br /> and state grant coordination and advocacy work. The Committee expressed an <br /> interest in having the ability to vote during committee meetings to take positions on <br /> legislation. Staff will work with City Attorney's office to determine whether this is <br /> possible. <br /> 8. League of California Cities Briefing <br /> Tony Cardenas presented a priority bill list from the League of California Cities. <br /> 9. Review and Discuss Senate Bill 35 (Wiener) Affordable Housing: Streamlined <br /> Approval Process <br /> The Committee reviewed and discussed Senate Bill 35 (Wiener) which creates a <br /> streamlined, ministerial approval process for development proponents of multi-family <br /> housing. <br /> MOTION: Adopt a `watch' position on Senate Bill 35 (Wiener). <br /> MOTION: Sarmiento SECOND: Solorio <br /> VOTE: AYES: Sarmiento, Solorio, Tinajero <br /> NOES: None (0) <br /> ABSTAIN: None (0) <br /> ABSENT: None (0) <br /> 10. Review Options for Consideration of Council Conduct Policy <br /> Three options for a Code of Conduct and Ethics Policy were presented to the <br /> Committee for consideration. <br /> • Option 1 — Utilize the existing Code of Ethics and Conduct Resolution. <br /> • Option 2 — Model policy after the City of Los Angeles censure procedures <br /> (simpler process).
