jmf 12121/17 <br />RESOLUTION NO. 2018 -XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING THAT THE CITY HAS THE <br />RESOURCES TO FUND THE PROJECTS IN THE 2019 <br />FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM <br />AND AFFIRMING THE CITY'S COMMITMENT TO <br />IMPLEMENT ALL PROJECTS IN THE PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines, and <br />declares as follows: <br />A. The City of Santa Ana is located within the six -county metropolitan planning <br />boundaries of the Southern California Association of Governments ("SCAG"). <br />B. SCAG is required under both federal and state law to develop a Federal <br />Transportation Improvement Program ("FTIP") for this region in partnership with the six <br />respective county transportation commissions, including the Orange County <br />Transportation Authority, which administers the FTIP in Orange County. The FTIP is a <br />comprehensive listing of all surface transportation projects proposed over a six-year <br />period that will receive federal funding or are subject to a federally required action. <br />C. The City Council has authorized project submittals to the Orange County <br />Transportation Authority for inclusion in the FTIP, where the City is the lead agency for <br />such projects and will comply with applicable local, state, and federal provisions, including <br />but not limited to the Federal Transportation Improvement Program, California <br />Environmental Quality Act, National Environmental Policy Act, Americans with Disabilities <br />Act, and Buy America. <br />D. All local agency projects must be carried over to the 2019 FTIP if they will <br />be completed after 2017. <br />E. The City agrees to construct Transportation Control Measures projects <br />where applicable. <br />Section 2. The City Council of the City of Santa Ana hereby certifies that the <br />City has the resources to fund the projects submitted in the 2019 Federal Transportation <br />Improvement Program and affirms the City's commitment to implement these projects, <br />which are as follows: <br />Exhibit 1 Resolution No. 2018 -XXX <br />Page 1 of 3 <br />55B-5 <br />
