City of Santa Ana, California <br />Section S. Submittal Requirements <br />1. The name of the jurisdiction where the services were provided, commencement date of <br />services and term of the Agreement; <br />2. The services provided (e.g., solid waste collection, recyclable materials, organic <br />materials collection, and other unique collection programs such as a -waste or household <br />hazardous waste); <br />3. The name, address, and telephone number of the jurisdiction representative <br />responsible for administering the Agreement; and, <br />4. The number of Residential (i.e., specify Residential Curbside and MFD), Commercial (i.e., <br />specify cart, bin, roll -off and other) and City (or other) customers served; tons collected, <br />diverted, and disposed annually; and, the type and number of vehicles dispatched per day <br />for each of the services provided. <br />5.4.3 Service Initiation Experience <br />The City is interested in learning about each Proposer's experience with service initiations of new <br />franchise agreements in which the Proposer replaced the existing contractor. Include a minimum of <br />three reference projects for which the Proposer has initiated a new collection contract and/or new <br />collection services for jurisdictions in California (preferably serving jurisdictions of similar or larger size <br />and similar demographics to the City). For each reference program, the description shall include: <br />1. The name of the jurisdiction where the services were provided, commencement date <br />and term of the Agreement; <br />2. The service initiation performed (i.e., initiation of a new franchise agreement) and <br />length of time to complete; <br />3. The name, address, and telephone number of the jurisdiction representative <br />responsible for administering the Agreement; <br />4. The number of Residential and Commercial customers served; tons collected, diverted <br />and disposed annually; and the type and number of vehicles dispatched per day for solid <br />waste, recyclable materials, and organic material collection services; <br />5. Description of how the company handled the specific requirements for the procurement <br />of vehicles and personnel; training of personnel; billing and fee collection services; <br />determination of routes and operating procedures; delivery of containers, public education; <br />and the preparation of procedures to ensure a smooth transition from one company to <br />another and one type of service to another, use of recycled content carts; and, <br />6. Identification of problems that occurred during the initiation of the new contract and <br />solutions implemented to solve the problem(s). <br />5.4.4 Existing Management and Customer Service Systems <br />Proposer shall describe the management systems and customer service systems its company uses to <br />manage inquiries and complaints received from Residential and Commercial customers. If the proposer <br />uses different systems for different communities, then the proposer shall provide a separate description <br />of no more than three systems.
