REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 16, 2018 <br />TITLE: <br />AMENDMENT TO EXECUTIVE <br />MANAGEMENT CLASSIFICATION AND <br />COMPENSATION PLAN <br />{STRATEGIC PLAN NO. 7,6} <br />Ci1k MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution that reestablishes the Basic Classification and Compensation Plan for <br />classifications of employment designed as unrepresented Executive Management and amends <br />the Fiscal Year 2017-18 Annual Budget. <br />DISCUSSION <br />During the course of 2017, the City engaged in contract negotiations with four bargaining units of <br />represented non -sworn employees. In each case, settlements resulted in 1'/z year agreements <br />with 2% salary increases granted to employees on July 1, 2017. These agreements also <br />included a defined monetary cap on the City's contribution toward health insurance. <br />It is the City's desire that unrepresented Executive Management (EM) classifications receive the <br />same adjustments in wages and benefits as are provided to represented employees of the City of <br />Santa Ana. Therefore, the City Manager is proposing a 2% increase effective January 1, 2018. <br />However, these increases would only be applied to those Executive Management job <br />classifications that did not receive an equity adjustment in 2017 nor are overcompensated in the <br />labor market; namely, Assistant City Manager (EM); Chief Technology and Innovations Officer <br />(EM); Deputy City Manager (EM); Police Chief (EM); Executive Director of Finance & <br />Management Services (EM); Executive Director of Parks, Recreation & Community Services <br />(EM); Executive Director of Public Works (EM); and Special Assistant to the City Manager (EM). <br />The 2% increase would apply to other Executive Management employees with contractual <br />requirements to receive equal compensation; namely, City Clerk. <br />Additionally, all Executive Management job classifications will be subject to the same health <br />insurance contribution cap as the represented bargaining units. <br />55E-1 <br />
