He left <br />the dais for the duration of the deliberation of said item. <br />55D. ADOPT A RESOLUTION SUPPORTING COMMUNITY DEVELOPMENT <br />PARTNERS SUBMITTAL OF AN APPLICATION FOR THE <br />AFFORDABLE HOUSING AND SUSTAINABLE COMMUNITIES <br />PROGRAM, AND, IF AWARDED, AUTHORIZING THE CITY TO ENTER <br />INTO A CONTRACT WITH COMMUNITY DEVELOPMENT PARTNERS <br />TO CONSTRUCT THE TRANSPORTATION RELATED <br />INFRASTRUCTURE FOR THE TINY TIM APARTMENTS LOCATED AT <br />2223 WEST FIFTH STREET {STRATEGIC PLAN NO. 5, 3 AND 6} - <br />Community Development Agency <br />The following spoke on the matter: <br />• Alan Woo, opined neighborhood impacted by rail is occupied by <br />veterans, trolley project will divide neighborhood, and requested City <br />Council to work with community to amend General Plan. <br />• Esther Fonseca, representative of Artesia Pilar Neighborhood <br />Association, echoed comments made by Mr. Woo; opined that <br />community has not been engaged in development of project, will <br />create severe overcrowding; units to be constructed do not provide <br />adequate parking and cause severe overcrowding, and have a <br />negative environmental impact. <br />• Joo Yoon, representing a recycling center next to Tiny Tim Plaza, <br />expressed concern with lack of communication with neighborhood, <br />negative impact on business and community. <br />CITY COUNCIL MINUTES 4 DECEMBER 19, 2017 <br />10A-4 <br />
