PUBLIC HEARING — MITIGATED NEGATIVE DECLARATION/ <br />ENVIRONMENTAL REVIEW NO. 2016-165, GENERAL PLAN <br />AMENDMENT NO. 2017-02 AND AMENDMENT APPLICATION NO. <br />2017-03 FOR THE TINY TIM PLAZA PROJECT LOCATED AT 2223 AND <br />2237 WEST FIFTH STREET — BRIAN HENDRICKS, APPLICANT <br />{STRATEGIC PLAN NOS. 3, 2; 5, 31 - Planning and Building Agency <br />Planning Commission approved recommended action on November 27, <br />2017 by a vote of 3-2 (Nguyen and Verino dissented; and Alderete and <br />Bacerra absent). <br />Legal Notice published in the Orange County Reporter on December 8, <br />2017 and notices mailed out on December 7, 2017. <br />Mayor Pulido opened the Hearing. The following spoke on the matter: <br />• Alan Woo, opined rail will create an intrusion and disintegrate the <br />integrity of the neighborhood, City and community should be looked at <br />as an asset, and asked future projects to be a community benefit. <br />• Luzy (Lucinda) Solorzano, representative of Artesia Pilar <br />Neighborhood Association, opined area has been long ignored, <br />residents are not opposed to redevelopment, and expressed <br />concerned as to insufficient parking. <br />• Victor Rios, opined project will create more congestion and parking <br />deficiency and noted he will be the most affected. <br />• Joo Yoon, expressed concern with lack of project information shared <br />with the community, negative impact on his business, and resulting <br />traffic congestion from the project; asked for clarity and transparency <br />moving forward. <br />CITY COUNCIL MINUTES 6 DECEMBER 19, 2017 <br />10A-6 <br />
