• Luzy (Lucinda) Solorzano, representative of Artesia Pilar <br />Neighborhood Association, expressed concern as to project impact, <br />need for more integrated affordable housing program, urged City <br />Council to oppose item, and expressed opposition to concentration of <br />low income high density apartments. <br />Council discussion ensued. <br />Councilmember Villegas, reflected on resident's concern with project <br />location, there have been no investments in this area since 1963, and <br />requested commitment from City Council to have no other projects along <br />5th Street. <br />Mayor Pro Tem Martinez, noted that State Mandates (SB1000) <br />forthcoming and premature to approve project without having General <br />Plan. <br />Candida Neal, Acting Executive Director of Planning and Building, noted <br />that City is in compliance even if law becomes effective in January of <br />2018.; no Environmental Justice study because only impacted one <br />element of the General Plan. <br />Judson Brown, Housing Manager, indicated that Cap and Trade funds will <br />expire if item not approved. <br />Councilmember Benavides, supports project, but would like to ensure that <br />future projects throughout the City incorporate community feedback and <br />address concerns raised by the neighborhood such a parking in this <br />project. <br />Councilmember Solorio, asked staff how City of Santa Ana is meeting new <br />housing unit obligation; need to meet housing obligations, provide <br />adequate parking and future light rail project. <br />Councilmember Tinajero, opined City of Santa Ana's need for affordable <br />housing; 50% of residents do not own cars; expressed concern as to <br />insufficient number of affordable housing units. <br />MOTION: <br />1.
