FOR INSTALLATION OF <br />IRRIGATION CONTROLLERS IN THE CIVIC <br />CENTER <br />{STRATEGIC PLAN NO. 6, 113} <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with STL <br />Landscape, Inc. to install irrigation controllers in an annual amount not to exceed $93,500, which <br />includes a 10% contingency, for a term of six months from the date of agreement execution, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Through the Civic Center Authority joint powers agreement with the County of Orange, the City of <br />Santa Ana, Parks, Recreation and Community Services Agency (PRCSA) is responsible for <br />providing grounds maintenance services in the Santa Ana Civic Center. As part of the services, <br />the irrigation controllers are in need of replacement. This agreement would begin the multi -phase <br />approach to replacing the controllers. The first phase would be to replace controllers #1 through <br />#4 that are associated to the Police Department building 60 and 62, stadium parking structure <br />and stadium. <br />On November 1, 2017, a Request for Proposals (RFPs) was issued to solicit proposals for the <br />Civic Center Irrigation Controller project. Two proposals were received. <br />An evaluation committee consisting of one representative from the County of Orange, one <br />representative from PRCSA Civic Center Maintenance and one from PRCSA General <br />Maintenance reviewed and rated the proposals. The proposals were evaluated according to the <br />criteria listed in the RFP, which includes firm/team experience, relevant project experience, scope <br />understanding, references and fee.
