REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 6, 2018 <br />TITLE: <br />HOMELESS SERVICES QUARTERLY <br />REPORT FOR OCTOBER 2017 — <br />DECEMBER 2017 <br />{STRATEGIC PLAN NOS. 1,6; 5,4; 5,6} <br />VA <br />L��I WENT 01 <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />I.77 Zi04-1111 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file report and verbal update of the Quarterly Report for Homeless Services for the <br />period of October 2017 — December 2017. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its regular meeting on January 24, 2018, by a vote of 7:0 (Frazier absent), the Community <br />Redevelopment and Housing Commission approved the recommended action. <br />DISCUSSION <br />On September 19, 2017, City Council approved the Homelessness Prevention, Intervention and <br />Mitigation Plan to address the concerns of an escalating number of individuals experiencing <br />homelessness in the City. Many of these individuals are concentrated in the Civic Center and the <br />Santa Ana riverbed and affect adjacent neighborhoods and business districts. Since the approval <br />of the Mitigation Plan, City staff has undertaken a variety of actions to address the impact of <br />homelessness on Santa Ana residents. These various actions and investments by the City are <br />summarized in this Quarterly Report and will be updated going forward. <br />This report is for the quarter ending on December 31, 2017 and provides statistics for many of <br />the homeless services implemented throughout the City. The report is divided into four sections: <br />1) Law Enforcement; 2) Affordable Housing, Outreach, and Case Management; 3) Total Funds <br />Committed to Address Homelessness; and 4) Other Services and Initiatives. <br />65A-1 <br />
