Public Hearing & Agreements for EV Charging Stations <br />February 6, 2018 <br />Page 3 <br />includes a five-year maintenance contract with Voltaic that includes all costs for networking, <br />upgrades and as -needed maintenance. <br />Upon review of actual ongoing cost for each station, staff recommends the following pricing <br />structure for the charging stations installed throughout the City: <br />$0.25 per Kilowatt hour (kWh) for the first 4 hours <br />$2.00 per hour after the initial 4 hours <br />The actual operating cost to use the EV charging stations is approximately $0.22 per kWh, <br />depending on usage. The operating costs include anticipated utilities, networking, and the <br />equipment warranty. Below is a summary of anticipated annual costs per charging station along <br />with anticipated revenue. <br />Expenses: - Total - $2,407 (estimated) Revenue: <br />Utilities - $1,100 (costs not included in agreement) User charges - $2,407 (estimated) <br />Network charges - $560 <br />Equipment Warrant - $747 not included in 1st ear <br />These ongoing revenue and expenditures will be tracked by site, and each location will be <br />budgeted for separately. Users of the stations will pay for the electric usage directly with <br />ChargePoint, Inc. Specifically, users of the stations will need to establish an account with <br />ChargePoint, Inc. to access the electric charging services. Voltaic will be providing all the net <br />revenue collected, related to electric service charges, to the City on a monthly basis. All revenue <br />collected will be deposited back into the fund/location that is paying for the estimated expenses. <br />Additionally, excess revenue (e.g. charged revenue less estimated costs) will go towards future <br />contributions in maintenance or infrastructure repair costs. <br />An Electric Vehicle Charging Policy was drafted to ensure and promote a safe and equitable <br />usage of the stations by City staff for use of City and personal Electric Vehicles. Specifically, the <br />Policy ensures that City employees may use the charging stations for personal use at the same <br />fee structure as the general public. Additionally, the policy incorporates elements including, but <br />not limited to: Safety; User Registration; Charging Station Access and Parking Priority. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item assists the City's effort to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #2, (address deferred maintenance on City buildings and equipment). <br />CEQA <br />In accordance with the California Environmental Quality Act (CEQA) the recommended action is <br />exempt for further review per Section 21080. This section states that CEQA does not apply to <br />ministerial projects, such as electric vehicle charging facilities, as it is a ministerial project to be <br />carried out or approved by a public agency.
