Box 1988, M31 <br />Central City Community Health Center <br />Santa Ana CA, 92701 <br />CHOC Health Clinics <br />F.A.C.E.S., Inc. <br />RE: Work Study Session on Rent Control/Stabilization and Tenant Protections <br />Ordinance - SUPPORT <br />Families Together of OC <br />Friends of Family Health Center <br />On behalf of the Coalition of Orange County Community Health Centers (the <br />HOPECIinlc- NMUSD <br />Coalition), we strongly encourage the City of Santa Ana to establish a workgroup <br />Hurtt Family Health Center <br />to create a Tenant Protections Ordinance. <br />Integrated Community Healthcare Solutions <br />The Coalition serves a diverse membership of 26 independent 501 (c) 3 non - <br />Korean Community Services <br />profit Health Care Organizations with 76 health center locations throughout <br />Laguna Beach Community Clinic <br />Orange County. Through our safety net, we serve over 380,000 patients <br />Lestonnac Free Clinic <br />annually. We are committed to providing quality, culturally and linguistically <br />Livingstone CDC <br />appropriate health care services to all. Our membership provides <br />comprehensive array of services including primary medical and dental care, <br />Nhan Hoa Comprehensive Health Center <br />chronic disease management, urgent care, radiology, laboratory, pediatrics, <br />North OC Regional Health Foundation <br />family and geriatric medicine, women's health, health education, mobile health <br />Clore Health Clinics <br />clinics, behavioral health, HIV treatment and prevention, pharmacy and youth <br />Providence Speech and Hearing Center <br />Services. <br />Serve The People Community Health Center The Coalition supports the efforts by community groups and stakeholders to <br />Share Our Selves Health Centers pass an ordinance that will afford tenants the protections that they need. Stress <br />Sierra Health Center triggered from housing insecurity has a significant impact on the health of our <br />Southland Integrated Services patient population. The accumulation of high stress keeps cortisol (stress <br />hormone) levels elevated making patients more susceptible to chronic diseases <br />St. Jude, LaAmistad/Puente aLaSaludHealth like suppressed immunity, hypertension, high blood sugar (hyperglycemia), <br />Centers insulin resistance, metabolic syndrome and type 2 diabetes, among others. <br />JCI Family Health Centers <br />vcC The Gary Center Santa Ana has a large renter population with 56% of the city's total households <br />serving as rental homes (2017 American Community Survey). To keep our <br />communities healthy, we believe that tenants have the right to live in dignified <br />Isabel Becerra housing; and we need a Tenant Protections Ordinance immediately as Santa Ana <br />Chief Executive Officer tenants live in fear of recurring rent increases and retaliation in the form of <br />unjust evictions. <br />The city's Housing Element illustrates the need for such ordinance for renters, <br />especially our low income residents. 'Approximately 54 percent of households <br />earn lower incomes... Renters typically have the highest percentage of very low <br />income households...' (pg A-10) These low income households have very high <br />rates of rent burden, as they are paying well over 30 percent of their household <br />income on rent.
