REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 20, 2018 <br />TITLE: <br />APPROVE A COOPERATIVE AGREEMENT <br />WITH THE CITY OF COSTA MESA FOR <br />IMPLEMENTATION OF GRANT -FUNDED <br />TRAFFIC SIGNAL SYNCHRONIZATION FOR <br />THE BEAR STREET CORRIDOR <br />(PROJECT NO. 18-6913) <br />(STRATEGIC PLAN NO. 6, 1B) <br />ftY MANAGER <br />I <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a cooperative agreement with <br />the City of Costa Mesa identifying each city's roles and responsibilities, including the City of <br />Santa Ana match requirement of $37,560, to implement the Bear Street Corridor Traffic Signal <br />Synchronization Project, for the term beginning upon approval of both the Santa Ana and Costa <br />Mesa City Councils and in effect until December 31, 2022, with an option for a one-year <br />extension period, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On December 6, 2016, the City Council authorized staff to submit to the Orange County <br />Transportation Authority (OCTA) joint applications with participating agencies to request funding <br />consideration of the renewed Measure M2 Regional Traffic Signal Synchronization Program. The <br />cooperative agreement for the Bear Street project would provide for inter -jurisdictional traffic <br />signal synchronization and improvements along the corridor traversing Santa Ana, Costa Mesa, <br />and Caltrans jurisdictions. <br />In April 2017, the OCTA Board approved the renewed Measure M2 Regional Traffic Signal <br />Synchronization Program funding request for the Bear Street project. While Costa Mesa will act <br />as lead agency for the project, a cooperative agreement is needed to identify the roles and <br />responsibilities of Costa Mesa and Santa Ana, and provide for Costa Mesa oversight to maintain <br />inter -jurisdictional synchronization on the project during the three-year grant period (Exhibit 1). <br />Council approval of the cooperative agreement is required from both cities, and the Costa Mesa <br />City Council is scheduled to review this item on March 20, 2018. Upon completion of the grant <br />period, responsibility for ongoing signal maintenance will revert to the respective local agencies. <br />2513-1 <br />
