Amendments for Rotational Towing and Storage Services <br />February 20, 2018 <br />Page 2 <br />5. Authorize the City Manager and Clerk of the Council to execute a approve an amendment <br />to the agreement with Hadley Tow, Inc., amending the price for towing services and storage <br />by 2% based on Consumer Price Index ("CPI") and the Producer Price Index for Petroleum <br />statistics for the greater metropolitan area. The agreement term will remain September 1, <br />2016 through August 31, 2019. <br />DISCUSSION <br />The Santa Ana Police Department routinely encounters the need to have vehicles towed or stored <br />for a variety of reasons and depends upon private sector partners skilled in the area of towing <br />operations to accomplish this objective. The City currently contracts with five tow companies to <br />provide necessary towing services on a rotational basis. Towing services may include, but are not <br />limited to, towing vehicles from public or private property at the direction of Police employees, <br />owner's request for a tow made via the Police Department, the storage of vehicles, the secure <br />storage of vehicles containing evidentiary value, debris clean-up and removal, recovery services <br />and administrative oversight of vehicles in the custody of the contractor. <br />Pursuant to Section 2.d. of the agreement, it is proposed that the set fee schedule be raised by 2% <br />based on statistical information presented to the City and confirmed by City staff. The increased <br />fees will apply to services received on or after February 21, 2018. Fee schedule adjustments are <br />allowed if justified and at the sole discretion of the Chief of Police based on recommendations from <br />the Traffic Commander. <br />Although there is a 2% increase for services used by the Community, the Police Department is <br />recommending no increase to the $75 Vehicle Storage Fee charged by the City. This fee will be <br />evaluated along with other City fees during the FY 2018-19 budget process. <br />The agreement terms will remain September 1, 2016 through August 31, 2019. The current <br />agreement allows for two additional one-year extensions at the conclusion of the current three- <br />year agreement. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 - Community Safety, Objective #5 <br />(provide high quality Police and Fire/Emergency Medical Services response within the City of Santa <br />Ana). <br />25K-2 <br />
