2017 LEGISLATIVE PLATFORM <br />OC Streetcar will increase transportation options <br />and provide greater access along its 4.15 -mile <br />route (in each direction) along Santa Ana <br />Boulevard, 4th Street, and the Pacific Electric <br />right-of-way to Harbor Boulevard in Garden <br />Grove. The project serves Santa Ana which is the <br />fourth most densely populated city in the United <br />States, and serves the City's densely populated <br />communities, many of whom (17.8%) do not own <br />cars and currently use public transportation. <br />The estimated cost of the project is $298 million. <br />Project funding is currently comprised of the <br />following funding sources: Federal New Starts, <br />Congestion Mitigation and Air Quality (CMAQ), <br />Federal Transit Administration (FTA) 5307, State <br />Cap -and -Trade, and Measure M2 Project S. If <br />construction begins in 2018, the OC Streetcar <br />Project could be operating by 2020. <br />In coordination with OCTA, support the inclusion <br />of the O.C. Streetcar Project in New Starts <br />funding. The City will continue to seek Federal <br />and State funding opportunities for the project. <br />(PWA) City staff has continued to coordinate with <br />and support OCTA in the completion of the <br />design phase of the project. OCTA will be <br />advertising the OC Streetcar design project on <br />December 11, 2017. Staff will continue to <br />provide support during the bidding, award and <br />construction of the project through 2018. <br />(HK) We have worked in close coordination with <br />OCTA and City staff and officials, and engaged <br />both Senators and House Representatives at <br />every step to make sure our visits were well <br />messaged with the new Administration and <br />aligned with project timelines. The City's <br />delegation, especially Senator Feinstein who sits <br />on the Transportation, Housing, and Urban <br />Development Appropriations Sub -Committee, <br />has been key to advancing annual funding for the <br />project beginning in FY '17 and in FY '18. <br />Santa Ana Regional Transportation Center <br />(Public Works Agency) <br />Funding is needed to repair and modernize the <br />Santa Ana Regional Transit Center (SARTC) to <br />support increasing mobility demands locally and <br />regionally. Expanding rail and other mass transit <br />mobility modes is critical to support an ever- <br />increasing demand for inter - and intra - county <br />rail services resulting from growth in population <br />and employment in the surrounding areas. The <br />SARTC station is a key link between local <br />passenger access to the OCTA Metrolink Railroad <br />and Amtrak connecting Orange County to other <br />outlying areas of nearby regions, including Los <br />Angeles, the Inland Empire, San Diego and <br />beyond. <br />Specifically, the SARTC facility is in dire need of <br />bathroom expansion to support the increase <br />station demands and meet today's American's <br />with Disabilities Act standards, and other <br />modernizations to encourage travel by higher <br />efficiency mobility. Facility needs include <br />modernization of interior climate control <br />systems, repair of the building envelope to make <br />water tight, update of interior painting and floor <br />coverings, plumbing system upgrades, improved <br />access and pathways from the facility's perimeter <br />and expanded passenger loading and unloading <br />kiosks/stalls. <br />The estimated cost to complete these <br />improvements is $4 Million. <br />(PWA) In 2017, the City performed several <br />improvements at the Santa Ana Regional <br />Transportation Center, which included replacing <br />the platform lights with LED lighting, HVAC air <br />handler upgrades, and flooring and lighting <br />improvements.
