2017 LEGISLATIVE PLATFORM <br />Support legislation that helps bridge the digital <br />divide by promoting low cost, high-speed <br />internet access to the city's low-income <br />population. <br />(CMO) Assembly Bill 1665, Telecommunications: <br />California Advanced Services Fund, continues to <br />fund a program that supports projects that <br />promote the goal of ensuring 98% of the public <br />have access to the internet. However, the <br />program does nothing to ensure that is <br />affordable, over that access is available. <br />Support legislation that promotes and provides <br />funding for the increased use of technology and <br />assistance in adhering to regulatory compliance <br />requirements. <br />Support legislation that promotes and provides <br />funding for cybersecurity in order to reduce the <br />risk of cyber -attacks. <br />(IT) Although there were several bills regarding <br />Cyber Security, none provide funding to <br />municipalities. <br />Support legislation that includes operational <br />expenses as an acceptable use of public, <br />educational, government access (PEG) funds, <br />collected from cable franchise fees per the <br />Federal Communications Commission, for <br />government access stations. <br />(IT) There was no legislation to modify the use of <br />PEG funds. <br />Support legislation and regulations that ensure <br />emergency communication capabilities and <br />interoperability for information technology and <br />public safety departments and agencies. <br />(IT) On December 28, 2017, Governor Brown <br />announced that California would be opting in to <br />FirstNet. AT&T, in a public-private partnership with <br />the First Responder Network Authority, will build, <br />operate and maintain a highly secure wireless <br />broadband communications network for California's <br />public safety community at no cost to the state. The <br />FirstNet network will drive innovation and create an <br />entire system of modernized devices, apps and tools <br />for first responders. <br />Support legislation that addresses existing labor <br />law limitations that discourage use of 21st <br />century technologies for employees. <br />Oppose legislation that reduces or limits local <br />government's discretion to approve right of way <br />use from unsightly and potentially hazardous <br />equipment placement by telecommunications <br />companies. <br />(CMO/IT/TPA) Senate Bill 649, Wireless <br />Telecommunications Facilities, would have taken <br />away local control of City Assets for use by <br />Telecommunication companies. TPA worked <br />with the City, key legislators, the Governor's <br />Office, and a broad coalition of local <br />governments to oppose the bill. Although this <br />bill passed both the Assembly and Senate, the <br />Governor ultimately vetoed the measure. It is <br />anticipated that there will be additional attempts <br />to pass this legislation in 2018. <br />Legislative Agenda <br />(City Manager's Office) <br />Reflecting input from various departments, the <br />City will recommend an annual legislative agenda <br />consistent with the Strategic Plan, will provide <br />updates and information to the City Council and <br />will continue to work closely with State and <br />Federal lobbyists to promote the City's legislative <br />priorities.
