4. DISCUSSION FIESTA PATRIAS 2018 EVENT <br />o Gerardo Mouet indicated private producers did not apply when the City <br />offered an RFP for this event in 2016. <br />■ City will be preparing an RFP for 2018. <br />• Event has been occurring for 39 years. <br />• This year is the 40th year of the event. <br />o Juan Lara identified the various issues in preparing for the Fiesta Patrias <br />Event. Even with the release of an RFP for the event, city staff will still <br />manage the parade. <br />o Jeannie Jurado presented options for the event location. <br />• Option A — Stage on 4th Street Downtown <br />• Option B — Stage on Main Street <br />• Option C — Stage on Ross Street <br />■ Option D — Stage in Stadium, Carnival on Flower Street & Booths in <br />Super Block Parking lot. <br />o Jeannie Jurado presented time line schedule for the RFP and indicated City <br />will no longer present Cinco de Mayo due to not having sufficient staffing to <br />produce this large event. <br />o Councilmember Villegas indicated Option C would be difficult to manage due <br />to Courtyard. <br />o Councilmember Benavides indicated option C & D are the only options. <br />o Gerardo Mouet indicated the city will be providing a subsidy to the private <br />event producer selected. On November 21 the City Council will be <br />authorizing release of the RFP. <br />o Councilmember Villegas indicated the stadium synthetic turf needs to be <br />protected and Gerardo confirmed that the synthetic turf will be protected. <br />o Councilmember Solorio indicated he prefers keeping option A & B for 2018. <br />o Councilmember Benavides indicated we need to communicate clearly with <br />downtown merchants and residents that we are not moving away from Plaza <br />Calle Cuatro. <br />o Councilmember Solorio indicated we need to be careful moving the event out <br />from the current location. The event is to promote downtown and there is <br />nothing to promote on Ross Street. <br />5. PROJECT UPDATE: PARK BOND AND PARK TREE NEEDS <br />o Ron Ono indicated the Assembly and the Senate has approved the <br />issuance of SB5 Park Bond. The Governor signed it on October 15th. SB5 <br />will be placed on the June 2018 Statewide ballot and can be passed by <br />simple majority vote of the people. This is a $4 Billion Park Bond. $215 <br />million is identified in the per Capita Program and $162 million in River <br />Parkways.
