Award Agreement to T.R. Holliman and Associates, Inc. <br />for a Recycled Water System Master Plan <br />February 20, 2018 <br />Page 2 <br />A Recycled Water Master Plan is utilized by municipalities and water agencies as a systematic <br />means to identify and assess the best and most efficient means of developing a recycled water <br />system that meets the demands and expectations of the community. The proposed Recycled <br />Water Master Plan will include the development of a computerized hydraulic model, identification <br />of recycled water demand in the community, identification of recycled water sources, and <br />establishment of an ordered list of capital improvement projects and costs. As the City's first <br />Recycled Water Master Plan, this document will serve as the basis for future decisions regarding <br />the potential expansion of recycled water in the City and will assist the City in obtaining available <br />grant funding for the identified projects. <br />Staff prepared a Request for Proposals (RFP) which was advertised on the City's Planet Bids <br />website, as well as the City website, on October 19, 2017. Two proposals were received and <br />evaluated by a selection committee comprised of City and OCWD staff. Both firms scored above <br />the minimum acceptable score of 70. Irvine 88.8 <br />Following evaluation and ranking of proposals, the fee rate schedule for the top ranked firm was <br />opened and reviewed. In accordance with the RFP, staff recommends awarding a contract to <br />T.R. Holliman and Associates, Inc. Their proposal demonstrated a high technical competency <br />and experience performing similar services. The proposal contained a clear path toward <br />achieving City goals and objectives as required by the RFP and included additional optional <br />value-added services. The Master Plan scope of services is expected to be completed within 12 <br />months; an additional 12 months is included for optional related services. The $200,000 total <br />agreement compensation is comprised of the $176,300 project fee and $23,700 of contingency <br />funding for services to be performed should additional related work arise. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #2 (expand opportunities for conservation and <br />environmental sustainability). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />25A-2 <br />
