0 City of Santa Ana Recycled Water Master Plan <br />(Construction and Construction <br />Management only), and <br />• Department of Water Resources — <br />Proposition 1 (Planning, Design, <br />Construction, and Construction <br />Management). <br />Federal Funding Options: <br />• US Bureau of Reclamation —Title <br />XVI (Planning, Design, Construction, <br />and Construction Management) and <br />• US Army Corps of Engineers — <br />Proposition 219 (Planning, Design, <br />Construction; and Construction <br />Management). <br />• US Environmental Protection <br />Agency —Water Infrastructure <br />Finance and Innovation Act (WIFIA) <br />The TRHA ream recommends that <br />Proposition 9 funding be considered for <br />immediate action. It requires minimal <br />paper work and could reduce the out-of- <br />pocket cost of the Recycled Water <br />Master Plan by half. <br />We recognize that the City has selected <br />ESS to assist them in securing grant <br />funding for the recycled Water system <br />expansion. We have worked with Mr. Mir <br />Fattahi of ESS on multiple projects in the <br />past and have both a working and <br />personal relationships with Mr, Fattahi <br />which will allow us to coordinate our <br />planning effort with ESS's working in <br />securing grant funding for the City. <br />Firm Team, Understanding of Need and Approach, and Scope of Work Page 8 <br />25A-21 <br />
