REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 20, 2018 <br />TITLE: <br />RECEIVE AND FILE STAFF REPORT APPROVING <br />TENTATIVE TRACT MAP NO. 2017-03 TO ALLOW <br />A SMALL LOT SUBDIVISION FOR THE TOM'S <br />TRUCKS RESIDENTIAL DEVELOPMENT AT 905 <br />EAST SECOND STREET; 910, 927, 928 & 1000 <br />EAST THIRD STREET; AND 1026 EAST FOURTH <br />STREET - BRIAN HENDRICKS, APPLICANT <br />{STRATEGIC PLAN NO. 3,21 <br />i <br />C ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 � Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Tentative Tract Map No. 2017-03 as conditioned. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on January 22, 2018, the Planning Commission by a vote of 4:1 (Alderete <br />opposed, McLoughlin abstained, Nguyen absent), adopted a resolution approving Tentative Tract <br />Map No. 2017-03 as conditioned to allow the subdivision of several parcels of land into 124 lots <br />for single-family residential, condominium and open space purposes at 905 East Second Street; <br />910, 927, 928 and 1000 East Third Street; and 1026 East Fourth Street located in the Specific <br />Development No. 84 (SD-84/Transit Zoning Code) Heavy Industrial/Overlay Zone (OZ -M2) land <br />use district. The Planning Commission added two conditions of approval that require the <br />applicant to investigate the potential of creating a permit parking district within the project <br />boundaries and to explore the feasibility of installing speed bumps/traffic calming measures on <br />Standard Avenue (Exhibit A). <br />DISCUSSION <br />Brian Hendricks, on behalf of property owner KC Heidler, is proposing to relocate the Tom's <br />Trucks sales and repair center from the subject parcels and construct a new residential <br />community on the Tom's Truck campus. Specifically, the applicant is proposing to construct 84 <br />single-family residences on the both sides of East Third Street (between Garfield Street and <br />Standard Avenue) and 33 attached townhome units on the east side of Standard Avenue. The <br />single-family units will be three stories in height, range in size from 1,865 square feet to 2,305 <br />square feet, and will contain four bedrooms, three and a half bathrooms and a two -car garage. <br />Each unit will also contain private open space in the form of a balcony on the second floor and a <br />32A-1 <br />
