ER No. 2017-96, AA No. 2017-02, CUP No. 2017-29 & VA No. 2017-07 — Hampton Inn at 2129 <br />North Main Street <br />February 20, 2018 <br />Page 3 <br />On March 9, 2017, the applicant held a Sunshine Ordinance Community Meeting where the <br />developer presented the hotel development project and received feedback from the community. <br />Approximately 32 residents and business owners attended the meeting. The main questions and <br />comments of those in attendance were related to the process for the sale of the City owned <br />property and the loss of public parking. <br />The proposal includes construction of a six -story, 73,322 -square -foot, 135 -room Hampton Inn by <br />Hilton hotel with 128 off-street parking spaces. Amenities for hotel patrons include use of two <br />historic structures as a restaurant, a breakfast lounge, fitness room, conference room, pool and <br />outdoor decks. The entitlements needed to construct the hotel include an Amendment Application <br />(zone change) to change the zoning designation of the properties at 2056 and 2058 North Bush <br />Street from Professional (P) to Community Commercial -Museum District (C1 -MD), a conditional <br />use permit (CUP) for the hotel, and variances to allow reductions in required off-street parking, <br />front -yard setback, increased wall height in the front -yard, and to allow four major building <br />identification signs. <br />The Public Works Agency studied the surrounding streets to identify any areas that additional on - <br />street parking could be added. As a result, a condition of approval was added to restripe Buffalo <br />Avenue between Broadway and Main Streets to create approximately ten on -street public parking <br />spaces. In addition, the applicant revised their plans to include a controlled access gate to allow <br />paid off-street parking for hotel guests, restaurant patrons and the public. In addition, a Shared <br />Parking Analysis was conducted which determined that at peak use 110 parking spaces would <br />be utilized, which supports the variance request for reduced off-street parking (128 off-street <br />parking spaces). A replacement parking lot and/or parking structure is not proposed as part of the <br />project. <br />Staff is recommending approval of the applicant's request due to the economic benefits of a hotel <br />development, the support for shared uses and parking and the irregular lot configuration. Full- <br />sized plans of the development project are available for public viewing in the Clerk of the Council <br />Office. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #3 (facilitate diverse housing opportunities and support <br />efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />75A-3 <br />
