RESOLUTION NO. 2018 -XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 2015-026 TO <br />ADJUST THE SALARY FOR THE UNREPRESENTED <br />EXECUTIVE MANAGEMENT CLASSIFICATION OF <br />EXECUTIVE DIRECTOR OF PUBLIC WORKS (EM). <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines, and declares as follows: <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install, and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br />B. On June 16, 2015, the City Council passed and adopted Resolution <br />No. 2015-026, amending and re-establishing the Basic Classification and <br />Compensation Plan for classes of employment designated as Executive <br />Management (EM). <br />C. On July 5, 2017, the City Council passed and adopted Ordinance No. <br />NS -2919, allocating expenditures and revenue for the City's annual <br />budget and authorizing position allocations for fiscal year 2017-2018. The <br />Ordinance also sets forth the requirement that alterations in the allocation <br />of authorized positions be reviewed and approved by the City Council. <br />D. It is proposed that the salary level for the executive management <br />classification title of Executive Director of Public Works (EM) be increased <br />in order to maintain internal pay equity relationships, provide a salary that <br />is in the median within the City's labor market, and to attract and retain <br />qualified candidates. <br />E. It is now desired to amend Council Resolution No. 2015-026, as amended, <br />in order to effect the change, as shown below: <br />Resolution 2018 -XXX <br />Page 1 of 3 <br />55C-5 <br />
