The TRHA Team is proposing the following <br />scope of work to complete the Recycled <br />Water Master Plan. It is based on the scope <br />of work in the City of Santa Ana's (City's) <br />RFP and includes a detailed description of <br />the intended methodology and work plan to <br />be utilized in addressing the scope of work. <br />Per the City's request, a detailed Fee <br />Proposal is included in a separate sealed <br />envelope. It details cost per task and <br />project staff discipline. <br />1. COMPUTERIZED HYDRAULIC MODEL <br />A. General <br />TRHA will create a computerized recycled <br />water model for use in evaluating <br />distribution facility requirements in <br />accordance with AWWA M32 guidelines. <br />The proposed recycled water distribution <br />networks will be modeled to allow for a <br />phased implementation strategy and for <br />anticipated growth. <br />B. ContentJTasks <br />TRHA will perform the following hydraulic <br />modeling tasks: <br />1. Build Model <br />TRHA will shall collect all pertinent data to <br />build a computer model including, <br />consumption data, pipeline GIS, facility <br />locations and service area maps. It is <br />assumed that data available to the City will <br />be provided to TRHA for the modeling effort. <br />Source and operations data will be <br />requested of OCWD, which may have an <br />existing computer model of the GAP <br />system. TRHA will construct the model <br />using the latest version of KYPIPE. This <br />final model can be uploaded other platforms <br />because it is a GIS based model. The <br />hydraulic model will be used to determine: <br />• Distribution system pressures, <br />• Maximum Day Demand, and <br />• Peak Hour Demand. <br />2. Calibrate Model <br />TRHA will develop calibration criteria and <br />perform associated field tests to <br />successfully calibrate the model. TRHA will <br />work with City staff to determine an <br />acceptable level of accuracy for the <br />calibration effort. <br />TRHA will develop planning and operational <br />criteria to analyze/simulate the efficacy of <br />proposed recycled water distribution <br />facilities. <br />Three supply options will be modeled, first, <br />GAP pressure alone with direct connections <br />to the GAP, second, reservoir and pump <br />stations taking a constant flow from the <br />GAP and expanding the system using pump <br />stations, and third, reservoirs and pump <br />stations from the GWRS. The final <br />recommended system may be a <br />combination of several of the models. The <br />TRHA Team will review the storage <br />requirements based on anticipated recycled <br />water availability and anticipated customer <br />use. We will utilize the list of City -owned <br />properties to develop a list of up to three (3) <br />potential locations for recycled water <br />reservoirs. <br />The recommended model would further be <br />refined to reflect system expansion into the <br />near-term (next 5-10 years) and long-term <br />build out (year 2040). The most cost- <br />effective projects will be identified for the <br />near-term expansion program. <br />C. Deliverables <br />TRHA will deliver the following items under <br />task 1. Computerized Hydraulic Model: <br />• Pipe sizing, 1. Technical Memorandums with <br />• Reservoir sizing, pertinent information about the <br />• Pumping conditions, <br />Firm Team, Understanding of Need and Approach, and Scope of Work Page 9 <br />
