SECTION V. SCOPE OF WORK AND BUDGET <br />SPECIFIC REQUESTED SCOPE OF WORK <br />In the performance of the City's Community Development Block Grant, Emergency solutions Grant, and <br />Workforce Innovation Opportunity Act programs monitoring and technical support services as noted in <br />the City's Request for Proposals, MDG will provide staffing and other resources required to perform the <br />scope of work. <br />Coordinate and finalize the monitoring visit directly with each sub -recipient by June 1, 2018, The <br />monitoring will Include second quarter billings for fiscal year 17/18. <br />Monitoring Letter <br />Send a monitoring letter to each subreciplent requesting an appointment and indicating <br />required documentation to be reviewed at the onsite monitoring, <br />• Hold an Entrance Conference <br />Hold an entrance conference onsite with the subrecipient's appropriate financial and/or <br />program staff Immediately before the monitoring to ensure that all subrecipient staff have a <br />clear understanding of the purpose, scope and schedule of the monitoring, <br />• Review Financial and/or Program Documents <br />Utilize applicable HUD Forms from CPD Monitoring Handbook for Subrecipient Oversight for <br />CDBG, FSG, HOPWA and Workforce Innovation Opportunity or any other forms that <br />Consultant deems acceptable for monitoring standards, Proposed forms are to be submitted <br />for review to the City for preapproval by the City for use. <br />• Hold an Exit Conference <br />Meet with key representatives of the subreciplent organization to: T) present preliminary results <br />of the monitoring visit; 2) provide an opportunity for the subrecipient to correct any <br />misconceptions or misunderstandings; 3) secure additional information from subrecipient staff <br />to clartfy or support their position; and 4) provide an opportunity for subrecipient staff to <br />report on steps they are already faking to correct the matter. <br />• Draft Monitoring Letter for City's Review <br />Draft a monitoring letter to subrecipient for the City's review after the monitoring visit, Letter <br />should Include observations, concerns, findings, recommended actions and/or corrective <br />actions. <br />• Follow -Up <br />Follow-up on outstanding corrective actions and draft final monitoring close-out letter for the <br />City's review, <br />Provide the City with Technical Assistance (TA to the City in the areas of Section 3 and other related <br />HUD Program requirements, The TA services shall be provided as requested, y the City for a not to <br />exceed cost of $5,000. <br />Pago 9111 <br />
