REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 20, 2018 <br />TITLE: <br />APPROVE AGREEMENT WITH INTERWEST <br />CONSULTING GROUP FOR CITY ENGINEER <br />STAFF SERVICES <br />(STRATEGIC PLAN NO. 6, 1G) <br />C°Y � <br />CIT ti ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED <br />TO <br />FILE <br />NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Interwest <br />Consulting Group to provide City Engineer staffing services beginning March 21, 2018, and <br />expiring on September 28, 2018, with an option to extend the agreement for up to six months on <br />a month-to-month basis, in the total amount not to exceed $101,400, which is based on $15,600 <br />per month at a billing rate of $150 per hour, subject to nonsubstantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />On February 27, 2018, the City Engineer was assigned as the Acting Public Works Executive <br />Director while the permanent recruitment is completed. The Public Works Agency desires to <br />backfill the duties of the City Engineer by hiring temporary staff. The cost of these staffing <br />services will be offset by the salary savings. The consultant agreement (Exhibit 1) provides City <br />Engineer staffing on Tuesdays, Wednesdays, and Thursdays, or up to 24 hours per week. The <br />staff proposed by Interwest Consulting Group includes Mr. Terry Rodrigue, with Mr. Alfred Cablay <br />as a backup. Both are seasoned professionals, each with over 30 years of experience. <br />Resumes summarizing their skills are attached (Exhibit 2). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 — Community Facilities & <br />Infrastructure, Objective #1 (Establish and Maintain a Community Investment Plan for All City <br />Assets), Strategy G (Develop and Implement the City's Capital Improvement Program in <br />Coordination with the Community Investment and Deferred Maintenance Plans). <br />25F-1 <br />
