REQUEST FOR COUNCIL/ <br />HOUSING AUTHORITY <br />ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 20, 2018 <br />TITLE: <br />ADOPT THE DRAFT AFFORDABLE <br />HOUSING FUNDS POLICIES AND <br />PROCEDURES <br />{STRATEGIC PLAN NO. 4,5) <br />CITY MANA R EXECUTIVE I ECTOR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt the draft Affordable Housing Funds Policies and Procedures, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting on October 25, 2017, the Community Redevelopment and Housing <br />Commission (CRHC) recommended that the City Council adopt the draft Affordable Housing <br />Funds Policies and Procedures by a vote of 6:0 (de Leon absent). <br />DISCUSSION <br />On June 20, 2017, the City Council directed staff to develop a policy to allocate affordable <br />housing development funds and criteria for selection of projects. The draft Affordable Housing <br />Funds Policies and Procedures have been developed to guide how affordable housing funds and <br />land assets available to the City of Santa Ana are allocated, committed, loaned and monitored for <br />multi -family affordable housing development in the City (Exhibit 1). The intent of these Policies <br />and Procedures is to provide a transparent, open and fair process for developers, businesses, <br />non-profit organizations, individuals and other entities interested in the allocation of affordable <br />housing funds and land assets available to the City for affordable housing development. <br />The Policies and Procedures apply to the following Programs currently administered by the <br />Housing Division of the City of Santa Ana and any other funds for housing purposes that become <br />available: <br />80A-1 <br />
