City of Santa Ana General Plan Housing Element Annual Progress Report <br />March 20, 2018 <br />Page 2 <br />The Housing Element Annual Progress Report includes a summary of Santa Ana's progress in <br />meeting its share of the Regional Housing Needs Allocation (RHNA). There were a total of 195 <br />new housing units constructed in 2017; contributing to the City meeting approximately 59 percent <br />of the overall target for Santa Ana's 405 RHNA units for the planning period of 2014 through 2021. <br />Moreover, the City is on track to exceed its RHNA goals following the commitments and awards for <br />five affordable housing projects (Aqua Housing, Veterans Village, First Street Apartments, Tiny <br />Tim Plaza Apartments, and Santa Ana Arts Collective). <br />Presently, the RHNA process does not allow for housing unit credits to be taken for new <br />emergency homeless shelters. In addition, the Housing Element Annual Progress Report is required to be eligible for certain <br />State funding programs such as the Housing Related Parks Program (HRP). Per Government <br />Code 65400, the report is to be considered at a public meeting before the legislative body where <br />members of the public may provide testimony and written comments. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #3 (facilitate diverse housing opportunities and support <br />efforts to preserve and improve the livability of Santa Ana neighborhoods), Strategy B (ensure <br />compliance with the City's Housing Opportunity Ordinance by requiring rental and ownership <br />housing projects that meet specified criteria to provide a minimum of 15 percent affordable units). <br />19C-2 <br />
