McCann <br />Acting Executive D' ector <br />RECOMMENDED ACTION <br />Receive and File. <br />Background <br />HISTORIC RESOURCES COMMISSION SECRETARY <br />APPROVED <br />❑ As Recommended <br />© As Amended <br />• Set Public Hearing For <br />CONTINUED TO <br />1 <br />Actin Planning manager <br />The National Historic Preservation Act provides for the establishment of Certified Local <br />Government Programs (CLG) to encourage the direct participation of local governments in the <br />identification, evaluation, registration, and preservation of historic properties within their <br />jurisdictions. In addition, the program promotes the integration of local preservation interests into <br />local planning and decision-making processes. The program is a partnership among local <br />governments, the State of California Office of Historic Preservation (OHP), and the National Park <br />Service (NPS) which is responsible for administering the National Historic Preservation Program. <br />With City Council endorsement in 2001, the City of Santa Ana applied for and was accepted into <br />the Certified. Local Government Program. Each year CLG communities are required to submit an <br />annual report to assist OHP in tracking the local preservation program's ongoing activities. The <br />Santa Ana CLG Annual Report (Exhibit 1) was submitted to California Office of Historic <br />Preservation on February 5, 2018, and summarizes the achievement and activities of Santa <br />Ana's Historic Preservation Program during the October 1, 2016 through September 30, 2017 <br />timeframe. These achievements include thirty seven properties added to the Santa Ana Register <br />of Historic Properties, thirty seven Mills Act Agreements, and Santa Ana's downtown being <br />named one of five "Great Neighborhoods" in the United States by the American Planning <br />Association. <br />The annual report also identifies goals for the Santa Ana Historic Program for 2017-2018 such as <br />completing the current backlog of Historic Register Listings and Mills Act Applications, <br />reinstatement of the annual Historic Preservation Award Program, creation of guidelines for <br />neighborhood to pursue historic district designations, reevaluation of the City's Mills Act <br />Program, and creation of goals and polices for a Historic Preservation Element as part of a <br />Comprehensive General Plan Update. <br />C-1 <br />
