Filed by Brad & Beth Harkins to allow the placement and categorization in the Santa Ana <br />Register of Historical Properties as Contributive for the property located at 1825 North <br />Ross Street (Oakes House) and to execute a Mills Act agreement with the City of Santa <br />Ana. Chairperson Christy opened the public hearing. There were no speakers and the <br />hearing was closed. Commissioner Hitterdale recommended category be changed to Key <br />due to accomplishments and contributions to the community. <br />Legal notice published in the Orange County Reporter on October 28, 2016 and notices <br />mailed October 27, 2016. <br />MOTION: <br />Modify designation of property from Contributive to Key. <br />MOTION: Hitterdale SECOND: Murashie <br />VOTE: AYES: Bacerra, Christy, Garcia, Hitterdale, Murashie, Tardif (6) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: Schaefer (1) <br />.AMENDED MOTION: <br />1. Adopt a resolution approving Historic Resources Commission Application <br />No. 2016-26 and Historic Register Categorization No. 2016-25 as amended <br />and designate as Key. <br />2. HERITAGE VILLAGE CEQA <br />(Contined from the October 6, 2016 meeting.) <br />Candida Neal, Planning Manager, spoke on options on a dedicated zone to place, save <br />and move historic structures slated for demolition. She proceeded to discuss the <br />ordinance and requirements in place and discussed the potential option of moving to the <br />Heritage Museum of Orange County noting homes would no longer be residential <br />structure but be incorporated into the museum. Discussed another option the City of <br />Pomona used of using a remnant parcel adjacent to an existing historic district and use <br />remained residential, and options of placement on an existing lot, city -owned parcels, <br />or moved outside the city.
