Utilities/Services Criteria <br />• Local agency may designate areas within the jurisdiction of the local <br />agency where accessory dwelling units may be permitted. <br />• The designated areas may be based on criteria that may include, but not <br />limited to: <br />• Water <br />• Sewer <br />Impact of ADU on traffic flow <br />Public Safety <br />• Designated areas based on proximity to open space (Santa Ana is open <br />space deficient) <br />• Staff Recommendation: Permit ADUs in all areas of the city provided <br />private open space (e.g., 1,200 square feet of non -front yard open space) <br />is provided on the site. <br />Setbacks <br />• Local agency may include setback standards for new construction. <br />• Rear yard setback of 20 feet currently required in R1 zoning district <br />(updated 2006). <br />• Previous R1 standards allowed for a reduced rear yard setback (10 feet) <br />if 1,200 square feet of non -front yard open space was maintained on the <br />lot. <br />• Proposed ordinance would maintain the current setback <br />• Staff Recommendation: Allow flexibility in site planning by allowing a 10 - <br />foot rear yard setback for detached ADUs, provided private open space <br />and rear yard lot coverage standards are maintained. <br />Parking <br />• Local agency may impose parking standards for ADUs. <br />• However, State law limits the maximum parking required for ADUs to one <br />space. <br />• State law requires parking to be reduced to zero provided ADU: <br />• Is located within ''/z mile of transit <br />• Is within architecturally and historically significant historic districts <br />■ Is part of the proposed or existing primary residence or an accessory <br />structure <br />• Is located in an area where on -street parking permits are required <br />but not offered to the occupant of the ADU <br />• Is located within one block of a car share vehicle <br />• Proposed ordinance would require the maximum amount of parking <br />permitted under State law, in addition to parking required for SFR. <br />CITY COUNCIL MINUTES 24 FEBUARY 20, 2018 <br />
