The project will not pose any adverse effects on the General Plan <br />designation of Low Density Residential (LR -7). The proposed church <br />use is a permitted use within SD -4 subject to approval of a CUP by <br />the Planning Commission. The project is consistent with both the <br />general plan and the zoning of the property. The proposed project is <br />a revitalization of an existing temporary church campus that has been <br />established in the neighborhood for over 9 years. The services <br />currently being provided to the community will be enhanced through <br />the implementation of the project. The proposed project will allow the <br />church to better serve the community and will not adversely affect the <br />applicable land use plan. <br />Section 2. In accordance with the California Environmental Quality Act (CEQA), the <br />Project is subject to a previously prepared and certified Environmental Impact Report <br />(Certified EIR No. 2000-01 / State Clearinghouse No. 2001031004). Pursuant to Section <br />15162 of the State CEQA Guidelines, the City of Santa Ana has determined the <br />following: <br />1. There are no substantial changes to the Project that would require major <br />revisions of the Certified EIR due to new significant environmental effects or a <br />substantial increase in severity of impacts identified in the Certified EIR. <br />2. Substantial changes have not occurred in the circumstances under which the <br />Project is being undertaken that will require major revisions to the Certified EIR <br />to disclose new significant impacts. <br />3. There is no new information of substantial importance which was not known at <br />the time the EIR was certified indicating any of the following: <br />a. The Project will have one or more new significant effects not discussed <br />in the Certified EIR; <br />b. There are impacts determined to be significant in the Certified EIR that <br />will be substantially more severe; <br />c. There are additional mitigation measures or alternatives to the Project <br />that would substantially reduce one or more significant effects identified <br />in the Certified EIR; and, <br />d. There are additional mitigation measures or alternatives which are <br />considerably different from those analyzed in the Certified EIR that <br />would substantially reduce a significant impact identified in the Certified <br />EIR, but the project proponents declined to adopt. <br />Resolution No. 2018-10 <br />Page 3 of 7 <br />
