REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 3, 2018 <br />TITLE: <br />MEMORANDUM OF UNDERSTANDING WITH <br />ASIAN AMERICAN SENIOR CITIZENS <br />SERVICE CENTER TO PROVIDE GRANT <br />FUNDED SERVICES TO ASIAN AMERICAN <br />SENIOR CITIZENS <br />(STRATEGIC PLAN NO 2,4) <br />i <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1B1 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />_RECOMMENDED ACTION______ <br />Authorize the City Manager and Clerk of the Council to execute the Memorandum of <br />Understanding'with the Asian American Senior Citizens Service Center effective March 1, 2018 <br />and terminate June 30, 2019, subject to non -substantive changes approved by the City Manager <br />and City Attorney. <br />WORKFORCE DEVELOPMENT BOARD ACTION <br />At its regularly scheduled meeting on March 15, 2018, by a vote of 13:0 (Alegre, Baetz, Knitter, <br />McGowan, Rose and Wadhera absent) the Workforce Development Board approved the <br />recommended action. <br />Workforce Innovation Opportunity Act (WIOA) mandates that certain federal, state and local <br />agencies formally partner with the local Workforce Development Board's to align investments in <br />workforce, education and economic development with regional in -demand industries. Local <br />WDB's are also encouraged to develop MOU's with organizations that will bring complementary <br />services to the WORK Center and partners. <br />The director of the Asian American Senior Citizens Service Center approached staff, introduced <br />their programs and services and requested entering into a Memorandum of Understanding <br />(MOU) to serve Asian American Senior Citizens that walk into the Santa Ana WORK Center with <br />individual assistance on how to access and apply for Medicare, subsidized senior housing, low- <br />cost utilities, low-cost transportation and setting up their online social security account. <br />The Asian American Senior Citizens Service Center, a non-profit organization, is dedicated to <br />increasing the awareness of the needs of the Asian American elderly, assisting their access to <br />251-1 <br />
