EXHIBIT 1 <br />1. Intake and referral processes are customer -centered with the intent to provide high quality <br />customer service. <br />2. Ensure that general information regarding AJCC programs, services, activities and <br />resources shall be made available to all customers as appropriate. <br />3. Will be made electronically, through traditional correspondence, verbally or through <br />other means determined in cooperation with partners and operators. <br />4. Will provide a direct link or access to other AJCC partner staff that can provide meaningful <br />information or service, through the use of co -location, cross training of AJCC staff, or <br />real-time technology (two way communication and interaction with AJCC partners that <br />results in services needed by the customer). <br />Referral process will include specific staff name, the activity required, desired outcome and a <br />method for communicating back to the referring agency that the service was addressed. <br />G. ACCESS FOR INDIVIDUALS WITH BARRIERS TO EMPLOYMENT <br />All parties' commitment to offer priority for services to recipients of public assistance, other low- <br />income individuals, or individuals who are basic skills deficient when providing individualized career <br />services and training services with WIOA adult funds. <br />WIOA provides a focus on serving "individuals with barriers to employment," defined in WIOA <br />section 3(24) and seeks to ensure access to these populations on a priority basis. Individuals with <br />barriers to employment" is defined as a member of 1 or more of the following populations: <br />1) Displace homemakers. <br />2) Low-income individuals. <br />3) Indians, Alaska Natives, and Native Hawaiians <br />4) Individuals with disabilities, including youth who are individuals with disabilities. <br />5) Older individuals. <br />6) Ex -offenders. <br />7) Homeless individuals, or homeless children and youths. <br />8) Youth who are in or have aged out of the foster care system. <br />9) Individuals who are English language learners, individuals who have low levels of literacy, <br />and individuals facing substantial cultural barriers. <br />10) Eligible migrant and seasonal farmworkers. <br />11) Individuals within 2 years of exhausting lifetime eligibility under part A of title IV of the <br />Social Security Act. <br />12) Single parents including single pregnant women. <br />13) Long-term unemployed individuals. <br />14) Such other groups as the Governor involved determines to have barriers to employment. <br />Section 134(c)(3)(E) of WIOA establishes a priority requirement with respect to funds allocated to a <br />local areas for adult employment and training activities. Under this section, one-stop center staff <br />responsible for these funds must give priority to recipients of public assistance, other low-income <br />individuals, and individuals who are basic skills deficient in the provision of individualized career <br />services. Priority must be provided in the following order: <br />1) To veterans and eligible spouses who are also included in the groups given statutory priority <br />for WIOA adult formula funds. This means that veterans and eligible spouses who are also <br />recipients of public assistance, other low-income individuals, or individuals who are basic <br />6 <br />251-8 <br />
