Agreement with MDG Associates, Inc. <br />April 3, 2018 <br />Page 2 <br />promotion and a recruitment to fill this vacancy is currently underway. Last month, a second full- <br />time position assisting with the CDBG program became vacant unexpectedly and the Community <br />Development Agency was left without a dedicated full-time staff person available to administer <br />the program. As a result, on March 12, 2018, staff issued a Request for Proposals (RFP) for a <br />consultant with expertise in HUD programs to assist with the administration of the CDBG program <br />in order to continue the administration of the CDBG program without interruption. Three <br />responses to the RFP were received by the proposal due date of March 16, 2018. The proposals <br />were then reviewed, scored and ranked by a committee made up of three staff from the <br />Community Development Agency. In addition to providing technical assistance to local agencies, MDG Associates, <br />Inc. provides trainings across the country directly on behalf of HUD. As such, staff is <br />recommending that MDG Associates, Inc. continue to provide ongoing specialized technical <br />assistance to staff as needed, for the duration of the agreement. This service was included in the <br />scope of the original proposal which includes, but is not limited to, maintaining financial and <br />programmatic records, including tabulating and reporting accomplishment entries in the HUD <br />management information system, and preparation for submission of compliance reports including <br />Section 3 compliance, MBE/WBE reporting, and other reports as needed to ensure the City's <br />programs meet all the applicable compliance regulations. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #4 — City Financial Stability, <br />Objective #1 (Maintain a stable, efficient and transparent financial environment.) <br />FISCAL IMPACT <br />Funds are available in the Community Development Block Grant program, Contract Services - <br />Professional account (no. 13518780-62300) for FY 2017-18, and will be budgeted in future fiscal <br />years as follows: <br />Fiscal Year <br />Amount <br />2017-18 <br />$ 35,000 <br />2018-19 <br />$ 50,000 <br />2019-20 <br />$ 15,000 <br />Total <br />$100,000 <br />The amounts identified are estimates only and are subject to change. <br />25J-2 <br />
