Ms, <br />Luis has worked with multiple cities in the administration of their programs. <br />Prior to her career In the private sector, Ms. Luis held the position of Development Specialist and <br />Program Specialist for the Community Development Commission of the County of Los Angeles and <br />Economic Development Analyst <br />The resumes of the staff members are included In the Resumes of Key Personnel section of this <br />document <br />SCOPE OF WORK <br />MDG proposes to provide staffing and other resources required to provide administrative services for <br />the City's CDBG projects and programs. Those duties include: <br />Community Development Block Grant (CDBG) Administration. <br />• Provides day-to-day administration of the CDBG program which Involves the. distribution of <br />funds among various activities and requires the majority of grant individuals benefiting from <br />the programs/projects be low -to moderate -income persons. <br />• Plans, manages, monitors and evaluates program activities to ensure projects are carried out <br />effectively and in compliance with federal regulations and City requirements. <br />• Conducts surveys such as eligibility of capital Improvement projects; analyzes survey results <br />to ensure program compliance. <br />• Prepares contracts with program sub-redolents and provides technical assistance, <br />• Oversees the budgets and expenditures of sub -recipients; prepares grant draws <br />• Ensures recipients, including non-profit organization and other City departments comply with <br />federal. regulations and coordinate with these groups to process invoice packages accurately <br />in accordance with applicable federal regulations and local financial procedurak. <br />• Carries out environmental reviews for small projects; <br />• Maintains financial and programmatic records, Including tabulating and reporting <br />accomplishment entries In the HUD management information system, and preparation for <br />submission of compliance reports Including Section 3 compliance, MBE/WBE reporting, and <br />other reports as needed. <br />Page 418 <br />25J-28 EXHIBIT 1 <br />
