Resolution Related to Streetlight Acquisition and Upgrades Project <br />April 3, 2018 <br />Page 6 <br />The cost proposal from Siemens was negotiated to ensure the City would receive the highest <br />quality and value. Staff recommends that Siemens be awarded an agreement to evaluate various <br />brands and models of LED fixtures and thereafter purchase and install the LED fixtures for <br />Citywide streetlight upgrades in an amount not to exceed $2,162,800 (Exhibit 6), comprised of a <br />base fee of $9,360 plus a 10% contingency of $940 for evaluation of the LED fixtures and a base <br />fee of $2,050,000 base fee plus a 5% contingency of $102,500 for the purchase and installation <br />of the LED fixtures. <br />Recommended Action 3 — Award the Fiber-optic & Wireless Network Services Master Plan <br />Contract to Magellan Advisors <br />On September 15, 2017, when the streetlight acquisition became imminent, a Request for <br />Proposals (RFP No. 17-111) for Citywide Fiber-optic Broadband Network Consulting Services <br />was issued, with proposals due October 26, 2017. A five -member committee comprised of Public <br />Works Agency and Information Technology Services staff examined the three proposals <br />received, rating them based on experience, qualifications, project understanding, fees, and the <br />overall proposal. After evaluating the proposals on experience, qualifications, project <br />understanding, and the overall proposal itself, the fee schedules were opened and reviewed. <br />The table below summarizes the proposal evaluation ratings: <br />Rank <br />Firm <br />Score <br />1 <br />Magellan Advisors <br />90.5 <br />2 <br />Vantage Point <br />79.0 <br />3 <br />SIFT Networks <br />Not Acceptable <br />The proposal by Magellan Advisors met all the evaluation criteria and required services listed in <br />the request for proposals. Because of their ranking, qualifications, project experience and scope <br />of work understanding, the proposal by Magellan Advisors was found to provide the best value <br />for the requested services. Staff therefore recommends the contract be awarded to Magellan <br />Advisors in an amount not to exceed $225,000 to perform the services detailed the agreement's <br />scope of work (Exhibit 7). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1, Community Safety; Objective #2 <br />(Broaden communications, information sharing and community awareness of public safety <br />activities). <br />These action also support the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy C (invest resources and technology to extend the service life of existing <br />infrastructure to protect the City's investment and support a high quality of life standard) and <br />Strategy I (Assessment and development of a citywide Information Technology Master Plan to <br />y <br />
