Carter and other Orange County Leaders, I am a resident of Santa Ana and am concerned <br />about the escalating numbers of homeless people who have overtaken public spaces to the detriment of other people. Services <br />and emergency shelters need to be arranged throughout the County for those who need and are willing to accept help. However, <br />Santa Ana and Anaheim should not be required to shoulder the burden of trying to address this complex situation. Other cities <br />need to assist in the solution, not just with funds but also by providing services and shelter in their cities so that the homeless <br />and other persons in need of such services do not end up congregating in a few areas. <br />The residents of Irvine and other cities have been vocal that they do not want these people in their cities, but somehow it is ok if <br />the people of Santa Ana and Anaheim have to live with these issues. I hope you can find a balance to spread out the <br />homelessness so that no area is disproportionately burdened. Further, you need to also strike a balance that the rewards and <br />services are so not great as to be a better deal to be homeless (so make sure what is given to solve the homeless situation is not <br />taken from those people on the cusp who need services like child care, housing and other programs to keep them out of <br />homelessness). <br />Sandra Stradling ( <br />
