Carter <br />Ronald Reagan Federal Building <br />U.S. Courthouse <br />411 West 4th Street, Courtroom 9 D <br />Santa Ana, CA 92701 <br />RE: TAKING ACTION ON THE HOMELESS CRISIS <br />Dear Judge Carter: <br />As a resident of Orange County and Santa Ana I commend you for the actions you are taking to <br />propel our County officials into action. You have some actual power. The Orange County <br />Supervisors have kicked the proverbial can down the road for far too long Perhaps they think a <br />genie will magically appear and solve the crisis. <br />The soon to be shuttered Fairview Developmental Center in Costa Mesa sits on State land. It <br />would seem the most effective use for that site as a rehabilitation center for the mentally ill and <br />drug abusing homeless individuals who currently reside on the streets of our county. They need <br />that help first and foremost before transitioning into permanent housing and jobs. <br />A second point would be that those folks who are actually down and out through circumstances <br />beyond their control would be more apparent if the category mentioned above was being helped. <br />There are plenty of services available for those who actually want to be helped. <br />Lastly, I am tired of worrying that every time I leave my house someone will break into it, or <br />steal the package from my front steps, or just decide to bathe in my neighbor's front yard using <br />his garden hose. I watch people on my twice daily drive down Main Street on my way to and <br />from work as they stumble with their pants around their ankles screaming out to no one, shooting <br />up drugs in plain sight, and pushing behemoth loads of "belongings" around in shopping carts. <br />They need help and we need help. <br />Please continue the pressure on ALL of the cities to do their part. We would like our city back. <br />Our downtown Civic Center should inspire confidence in our government rather than dismay. <br />Sincerely, <br />Deborah Hicks-DeBach <br /> <br /> <br />
