We have witnessed many very aggressive panhandlers. We <br />suspect many of the victims are folks who aren't from our City. These panhandlers are very <br />experienced and we've watched some of these panhandlers get a lot of "donations" merely <br />because the victim is afraid and wants the panhandler to go away. <br />I've read through the aggressive panhandling instances within the staff report. Those are just <br />some of the reported ones where some form of physical harm took place. Most cases of <br />aggressive verbal abuse aren't reported. <br />Along with this ordinance you may want to encourage businesses to post notices to "Report <br />any cases of aggressive panhandling to management or call 911". <br />I also want to ask the question of whether the term "panhandling" is understood by some of <br />the many cultures in our City.
