Contract Award for Tactical Training Manikins <br />April 17, 2018 <br />Page 2 <br />The current mannequins being utilized were designed for "dragging" exercises only. They are <br />several years old, are breaking apart, and do not offer any of the realistic simulations that current <br />products do such as respiration, bleeding, and speaking various phrases. Since the purchase of <br />the current mannequins, the technology for realistic life -like training aids has advanced <br />exponentially. The most realistic mannequin on the market today is the TOMManikin Gen4 <br />Tactical Training Manikin, and is specifically designed for courses just like TECC. The <br />TOMManikin includes very realistic features such as gunshot wounds, amputated limb, sucking <br />chest wound, etc. It comes with a compressor to regulate realistic breathing, as well as a tablet <br />to control speaking, bleeding, movement, and much more. <br />The TOMManikin is the best product available to train first responders in life-saving measures <br />with a realism that is unparalleled. The City desires to use FY15 UASI funds to procure two <br />TOMManikins to enhance and continue the quality of the TECC training course. The skills <br />learned in this course have been deployed and documented several times since inception and <br />have helped save the lives of several Santa Ana residents. <br />The notice inviting bids was advertised on March 13, 2018 and offers were solicited. A summary <br />of the bid invitations and bids received is as follows: <br />101 Vendors were notified <br />3 Vendors downloaded the bid <br />0 Bids received from a Santa Ana vendor <br />2 Bids received <br />Bids were received and opened on March 26, 2018. The bid received from Innovative Tactical <br />Training Solutions is responsive to the specifications and meets the City's requirements. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 1 Community Safety; Objective # <br />5 (provide high quality Police and Fire/Emergency Medical Services response within the City of <br />Santa Ana). <br />FISCAL IMPACT <br />Funds in the amount of $110,102 are available in the FY 2015 UASI CAL OES Santa Ana <br />account (12514407-66400-16424001182-3498). <br />avid in <br />Chief of Police <br />Santa Ana Police Department <br />EG/OL <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Francisco Gutierrez <br />Executive Director <br />Finance and Management Services Agency <br />22B-2 <br />
