Agreement with DKS Associates <br />April 17, 2018 <br />Page 2 <br />the MEMU designation westward along First Street to Grand Avenue. The scope of work <br />includes any and all work efforts related to preparation of an innovative, phased, and transitional <br />citywide parking code strategies study that would initially assist with the Metro East expansion <br />project, including analysis, preparation, community outreach and related compliance with CEQA. <br />DKS has completed three of the five required tasks in the original scope, including data <br />collection, a literature review, and analysis of findings. The fourth task has been partially <br />completed: recommendations of short-term solutions to managing parking demand in the MEMU <br />area. However, the second component of the fourth task (identifying long-term parking reduction <br />solutions) and the fifth task (attendance at meetings) remain incomplete due to complexities of <br />the overall MEMU Overlay District expansion project, which resulted in a delay that passed the <br />original agreement's expiration date of December 31, 2017. <br />DKS Proposal <br />The agreement would allow DKS to complete its original scope of work, to provide a parking <br />study comprised of the following: <br />1. An inventory of existing land uses in areas identified by the City for potential increases in <br />allowable mixtures of land uses and densities; <br />2. An analysis of the City's existing off-street parking requirements in the identified areas and <br />comparisons against alternative off-street parking requirements commonly used in shared <br />parking analyses, such as those prepared by the Urban Land Institute (ULI) or the Institute of <br />Transportation Engineers (ITE); <br />3. A proposed off-street parking code for the identified areas that employs an innovative <br />approach to transitional/phased parking requirements as development units and/or square <br />footages, market conditions, transit demand, cycling, walking, and personal automobile use <br />patterns transform over time with changes in land uses, built environments, infrastructure <br />improvements, capital projects, etc.; and <br />Ultimately, the study will provide the City with options and strategies for reducing parking <br />requirements in areas identified for increased development potentials. These reduced parking <br />requirements could be implemented through a variety of means identified in the study, including, <br />for example, reductions that are implemented over time as mixed-use projects are constructed, <br />shared parking agreements in plan areas that span multiple properties or development sites, <br />parking districts, on -street parking permits, and other shared approaches. These strategies would <br />be first incorporated into the MEMU Overlay District expansion project area but could also be <br />applied citywide once the General Plan and Zoning Code updates are completed. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, <br />Objective #2 (create new opportunities for business/job growth and encourage private <br />25C-2 <br />
