The purpose of Rapid <br />Response is to enable laid -off workers to return to work as quickly as possible, or to prevent <br />displacements altogether. This type of prevention under WIOA is commonly known as layoff <br />aversion. The intent of such services is to provide solutions to companies that want to save jobs. <br />In January 2018, the WORK Center, in order to expand services under the Rapid Response <br />program, procured layoff aversion activities to the manufacturing sector. The manufacturing <br />focus was due in large part to the Santa Ana Workforce Development Board's strategic plan. <br />These services will allow the City of Santa Ana to provide this service to an important sector of <br />our local economy. Staff determined that California Manufacturing Technology (CMTC) qualified <br />as a sole source provider of program services to the manufacturing sector. <br />A sole source determination was reached because CMTC is the only Manufacturing Extension <br />Partnership (MEP) in the State of California. The MEP program provides services to <br />manufacturing companies on behalf of the Federal Department of Commerce. This program <br />offers assistance to small and mid-size manufacturing companies ranging from process <br />improvement, workforce development to specialized business practices. It is meant to make the <br />company more competitive and thereby save and create jobs. CMTC receives a grant from the <br />Department of Commerce to identify businesses and assess needs.
