Mr. Robert Bisno <br />October 3, 2017 <br />Page 3 <br />PARKING DEMAND ANALYSIS <br />Parking Requirements per Overlay Requirements <br />To determine the number of parking spaces required to support the proposed Project, <br />the parking requirement was calculated based on parking information published in the <br />City of Santa Ana Metro East Mixed -Use Overlay Zone, Chapter 4.0 Development <br />Standards, Section 4.8 Parking and Access, 3.d. Active Urban District. The following <br />parking ratio was used to determine the required parking: <br />■ Mixed-use developments with less than 10 percent of the gross floor area <br />devoted to commercial activity: a minimum of 2.0 spaces per residential or <br />live/work unit inclusive of guest parking and any nonresidential uses. <br />■ Mixed-use developments with 10 percent or greater of the gross floor area <br />devoted to commercial activity: Any development proposal that devotes 10 <br />percent or more of the development's gross floor area to a nonresidential use <br />shall be required to provide a parking study by a city approved consultant to <br />establish an adequate parking requirement for the mixture of uses in the <br />proposed development. In no case, however, shall a standard of less than 2.25 <br />spaces per unit inclusive of guest parking and any nonresidential uses shall be <br />established. <br />Given the proposed Project commercial floor area, which totals 6,561 SF, equates to <br />less than 10 percent of the Project's total gross floor area, the Project would require <br />520 spaces (2.0 spaces per unit x 260 units). With a proposed parking supply of 445 <br />parking spaces, the Project has a 75 space parking deficiency when compared to the <br />City's Metro East Mixed -Use Overlay Zone parking requirements. <br />Comparison of Parking Ratios <br />Notwithstanding the requirements of City Code, the actual parking requirements for <br />multifamily residential uses have been found to be less than the City's own Code <br />requirement as represented the City of Santa Ana Metro East Mixed -Use Overlay <br />Zone, Chapter 4.0 Development Standards, Section 4.8 Parking and Access, 3.d. <br />Active Urban District. This aspect is illustrated by LLG's previous field studies of <br />actual parking demand at existing sites similar to the project, in addition to parking <br />demand/empirical ratio compilations from other sources. <br />Table 2 presents a comparison of site development and parking ratios from various <br />sources. The upper portion of Table 2 presents twelve (12) comparable sites in <br />Fullerton, Orange, Santa Ana, Irvine, Costa Mesa, Monrovia, Laguna Niguel, and <br />Pasadena.
